Altarum Welcomes Three New Members to Its Board of Trustees
Three leaders from across government, health care, and technology—Ray Winn, Major General (R) Jimmie O. Keenan, and Greg Ceccarelli—will join Altarum’s Board of Trustees, effective July 2026.
Together, their experience spans AI and product development, military health systems, and federal programs, sharpening Altarum’s strategy as it delivers on its mission to improve health for all by turning evidence into action.
The Board of Trustees provides strategic oversight and direction to ensure Altarum’s work leads to meaningful improvements in health outcomes.
Meet the New Trustees
Ray Winn is a leader in federal programs and large-scale operations. He retired as a senior partner at Deloitte, where he helped lead the firm’s federal practice and served on its operating, advisory, and federal executive committees. Earlier in his career, he held executive leadership roles at BearingPoint and Orbital, including Chief Operating Officer of BearingPoint’s public services practice and senior leadership roles in finance, information systems, and operations in the aerospace sector.
Jimmie O. Keenan, Major General (R), U.S. Army, is a health care and military leader with experience leading clinical operations and care delivery at scale. She is the founder of Keenan Leadership Consulting, where she works with nonprofit, federal, and local organizations on care delivery and organizational performance. She previously served as Senior Vice President of Enterprise Clinical Operations at WellMed Medical Management (Optum Health), overseeing clinical operations across more than 300 clinics.
A retired major general in the U.S. Army, Keenan served as Deputy Commanding General of the U.S. Army Medical Command and Chief of the U.S. Army Nurse Corps, with command roles across Army medical facilities.
Greg Ceccarelli is a technology and product leader working in AI and data. He is Co-Founder and Chief Product Officer at SpecStory, where he develops AI tools for software teams and advises on AI investment strategy. Previously, he served as Chief Product Officer at Pluralsight, where he led the development of the company’s generative AI assistant and oversaw platform integration following a major acquisition. He also led data science at GitHub, building core data capabilities at scale.

The Board’s newest members add experience in areas central to Altarum’s mission.
