Mr. Borchert currently serves as the Practice Area Lead of Altarum’s Veteran Affairs Program Management (VAPM) group and works with several program offices within the VHA Chief Business Office (CBO) to provide expertise in economic analysis and forecasting, health care resource planning, budget formulation, business process and performance improvements, and population and beneficiary forecasting and analysis as it relates to revenue generation.

Mr. Borchert currently directs a number of projects with the VHA CBO Business Information Office to support CBO's efforts in budget formulation for annual Expected Results in addition to equitably establishing collection targets for National, Veteran Integrated Service Networks (VISNs) and individual VA Medical Center performance. Mr. Borchert also directs a project with the VHA CBO Business Information Office which provides management information support and performance monitoring for CBO's three lines of business: Revenue Operations, Member Services, and Purchased Care. Additionally, Mr. Borchert directs a project with the VHA CBO Health Eligibility Center (HEC) Office which develops and implements outreach campaigns targeted to eligible Veterans in an attempt to notify and educate Veterans on the value of VA health care and their ability to access the system.

As consultant to Altarum Institute, Mr. Borchert served as Patient Financial Services Subject Matter Expert for Department of Defense (DoD), TRICARE Management Activity, Uniform Business Office support contract for over three years. In that role, he was accountable for maintaining the Charge Description Master mapping for the Military Health System (MHS) billing systems. Additionally, in a commercial hospital setting Mr. Borchert conducted financial analysis on Third Party Collections to include Medicare, Medicaid, commercial insurance (Aetna, BC/BS, etc.), Workman's Compensation and Self-pay. He also managed projects for business process re-engineering, conduct denial management reviews, Chart Audit reviews, and Operation, Payment, Procedure and Systems reviews, and has developed and deployed training courses for federal and state government compliance requirements.

Prior to coming to Altarum, Mr. Borchert served as the Director of his own healthcare consulting firm providing revenue cycle consulting to a variety of health delivery organizations, including commercial hospitals, the Indian Health Service (IHS), Veterans Health Administration (VHA), and Military Health System (MHS). Mr. Borchert also worked as a legislative analyst for the Bureau of National Affairs, Inc. in Washington, DC.

Mr. Borchert holds a master’s in business administration, with a concentration in Public and Not-for-Profit Management, from S.U.N.Y. Empire State College in Saratoga Springs, NY. He received his bachelor degree in business administration, with a concentration in economics, from Nazareth College of Rochester in Pittsford, NY. Mr. Borchert is a certified Project Management Professional (PMP) through the Project Management Institute, in addition to being a Certified Patient Accounting Technician (CPAT) through the American Association of Healthcare Administrative Management (AAHAM).
