Raymond Paris has extensive experience in military health program design, requirements analysis, metric development, and programming. He has extensive knowledgeable of the Department of Defense Planning, Programming, Budgeting and Execution System (PPBES), using a systematic and multiyear approach to programming and allocating resources.
Mr. Paris served as a medical programmer within the Medical Plans and Programs Division for the Air Force Medical Service and supported the operations of the PPBES for the Air Force Healthcare Program. This included managing all Air Force medical military and civilian personnel requirements for medical personnel worldwide.
Mr. Paris has also developed, promoted and advocated strategic resourcing initiatives to optimize the direct care system and integrate military medical operations with civilian health care networks. He identified requirements and determined resource allocation to support medical programs leading to the development of the Program Objective Memorandum, ultimately becoming a part of the President’s budget.
Mr. Paris has a bachelor’s degree in management information systems from Southern New Hampshire University and an M.P.A. from Troy State University
