In a study for the Health Resources and Services Administration’s HIV/AIDS Bureau, Altarum Institute evaluated the experiences of Ryan White CARE Act grantees as they modified services to recruit and retain HIV-infected people of color into care. Altarum compared data on the racial and ethnic makeup of HIV/AIDS patients in service areas and conducted interviews with hundreds of grantees. The resulting report highlighted effective models and promising practices for treating this underserved population. Altarum worked with key HIV researchers, clinicians, and U.S. Department of Health and Human Services staff members to develop a framework to assess the severity of need for Ryan White CARE Act programs and services and to distribute funds according to quantifiable measures.
