Altarum Institute studied the feasibility of designing a Web-based data system that could be used during a disaster to track and maintain the dispensing of medication to patients being treated for opioid dependence. Altarum facilitated four stakeholder meetings with state officials, local treatment providers, and consumer advocates from New York, New Jersey and Connecticut; analyzed the readiness of community- and hospital-based organizations to provide methadone treatment during an emergency; and assessed their capacity for implementing an information technology system that would track patient dosages remotely during an emergency event. Altarum provided specific recommendations and action steps to guide the development of a pilot program in the New York City metropolitan area, using a biometrics (fingerprints)-based data system.
