Access to Recovery Technical Assistance for Vouchers

Access to Recovery (ATR) is a presidential initiative, coordinated by by the Substance Abuse and Mental Health Services Administration's Center for Substance Abuse Treatment, that funds the development of voucher-based, client-centered substance use treatment and recovery support service systems in grantee sites, in large part through the recruitment of community- and faith-based providers. The ATR technical assistance (TA) contract includes many components centered around a core group of tasks related to serving and supporting the 30 ATR state and tribal grantees as they move through many steps to implement their ATR programs, including provider outreach and recruitment; creation of electronic voucher management systems; client engagement; and monitoring of fraud, waste and abuse and voucher burn rate.

Teaming with Altarum experts, the Palladian Partners staff developed a variety of materials and publications for ATR. One of these publications was part of an outreach campaign to encourage methamphetamine users — especially those with drug-induced cognitive impairment — to seek treatment and recovery services through ATR. With Altarum, Palladian planned the campaign; coordinated telephone research; and wrote, translated, and designed recruitment flyers, ads, and brochures in English and Spanish for distribution throughout the United States.
