Mr. Lay is an experienced leader, business professional, and collaborator with a successful track record focused on improving business performance and operational efficiency of federal programs. His management consulting career has concentrated on a broad portfolio of projects, including: strategic planning, revenue cycle management, organizational transformation, business process reengineering, and program management. Additionally, Mr. Lay is adept at leading initiatives that build strong supporting relationships with clients and providing trusted advice to senior program executives in collaborative, mutually enriching partnerships.
As Vice President, Mr. Lay is responsible for directing Altarum’s Health Care Operations division, which is comprised of the Military Health Program Management, Veterans Affairs Program Management, and Lean Six Sigma practice areas. Prior to moving to Group Director in 2011, Mr. Lay served as Practice Area Leader for Altarum’s Veterans Affairs Program Management Practice Area, since its inception in 2008. In this capacity, he oversaw the successful development of three central lines of business: program management, business analytics and strategic communications.
Prior to joining the Institute in 2006, Mr. Lay served as a Management Consultant with PricewaterhouseCoopers and International Business Machines. Mr. Lay received his bachelor’s degree in international trade and finance from Louisiana State University in 2000 and will receive his master’s degree in business administration from Mississippi State University in 2012. Additionally, Mr. Lay is a certified project management professional (PMP) and a member of the Project Management Institute, Healthcare Financial Management Association, American Colleges of Healthcare Executives, and the Workgroup for Electronic Data Interchange.
