Jeffrey G. Moore


Senior Vice President and Chief Development Officer

Jeff Moore joined the Altarum team in April of 1998 as Vice President for Enterprise Development.  At that time, he also served as Altarum's Member Representative and Chairman of the Board of the Ukrainian Land and Resource Management Center, a remote sensing and geospatial technology center of excellence in Kyiv, Ukraine.  The center was funded through a Congressional earmark for $10 million.

As Altarum’s Senior Vice President and Chief Development Officer, Mr. Moore is responsible for the Institute’s congressional affairs, communications, outreach/advocacy and philanthropic development activities.  Mr. Moore also has oversight of the Institute’s annual nonfinancial performance reporting process.  Working with the Chief Executive Officer, he assists in the development and management of the Altarum Board of Trustees and serves as Secretary of the Board.

Prior to assuming these responsibilities at Altarum, Mr. Moore was a member of the Clinton administration, serving Secretaries of Defense William Perry and William Cohen as Senior Advisor for Defense Conversion and Technology Cooperation.  In this capacity, he played a leading role in the articulation and execution of the U.S. government's non-proliferation policy as it concerned the states of the former Soviet Union.  He worked extensively across multiple agencies of the U.S. government, including the National Security Council and the U.S. Departments of State, Commerce, Energy and Agriculture.  He also served as the Executive Staff Director for the Russia Task Force of the Defense Science Board.  In April 1998, Secretary of Defense Cohen presented Mr. Moore with the Distinguished Civilian Service Award in recognition of his contribution to the nation's security.

Mr. Moore has also served in the private sector as Director of Business Development for the Grumman Aerospace Corporation (now Northrop Grumman).  In this capacity, he was responsible for developing a variety of research alliances and programs between the Grumman Corporation and research facilities across the former Soviet Union.

From 1987 to 1991 he was Legislative Director to Congressman Thomas J. Downey of New York and was extensively involved in issues of arms control, international security policy, and U.S.-Soviet trade.

Mr. Moore earned his Masters of International Affairs from Columbia University in New York and his B.A. from the State University of New York at Binghamton.

Mr. Moore is past Chair of the Board of Directors of the Cradle of Hope Adoption Center, a nonprofit adoption agency that places children from Russia, China, and Latin America with American adoptive parents.  He is the proud father of Alex, adopted from Russia in 2003.
